Dear Mr. Mabagos:

This has reference to your letter concerning the valuation of the properties of Mr. Ibrahim Salilama, situated at Sefaran, Dinaig, Maguindanao and covered by OCT No. P-01460.

Documents submitted reveal that as of July 12, 1988, the Barangay Committee on Land Production (BCLP) of Sefaran, Dinaig, Maguindanao has already determined the average production for three normal crop years of said landholding existing as of the effectivity of P.D. 27. However, on November 25, 1994, the same BCLP passed and unanimously approved Resolution No. 06-94 amending actual average gross production data for Barangay Sefaran, Dinaig, Maguindanao.

We wish to inform you that the average gross production for three normal crop year as determined by the said BCLB on July 12, 1988 shall remain effective. Any amendments made thereto shall have no retroactive effect to said valuation, rather amendments made thereto shall only have prospective effect. It goes without saying that, Resolution No. 06-94 passed by the BCLP of Sefaran, Dinaig, Maguindanao on 24 November 1994 will not affect then annual gross production for three normal crop years as determined by said BCLP on July 12, 1988.
