MEMORANDUM
TO : All DAR Regional Directors, District Officers, Team Leaders and Fieldmen
SUBJECT : Landowners Who May Avail of the Additional Benefits Provided by LOI No. 273
For your information and guidance, I am quoting the memorandum I sent to the President of the Land Bank of the Philippines on the same subject matter: DE

Quote: For guidance and expeditious action on claims for payment presented by landowners who may avail of the additional benefits provided in Letter Of Instruction No. 273, this Department has decided that such availment may be considered in favor of the following landowners:
1. Landowners of tenanted rice and/or corn lands, the aggregate area of which is less than twenty-four (24) hectares with the additional benefits to be determined on the basis of the following:
(a) Value of the entire landholding because the landowner is not entitled to retain any portion of his landholding as he owns other agricultural lands with a total area of more than seven (7) hectares or lands used for residential or commercial or industrial purposes where he derives income for his livelihood;
(b) Value of the portion of the landholding in excess of the seven-hectare of contiguous area retained by the landowner.
2. Landowners of tenanted rice and/or corn lands, the aggregate area of which is seven (7) hectares or less and are willing to transfer such landholdings to the tenant-farmers therein through the Land Bank of the Philippines irrespective of whether such landowners own other agricultural lands or land used for residential commercial or industrial purposes.
3. Landowners who have been granted the right to retain a contiguous portion of their tenanted rice and/or corn landholdings (Please refer to Par. 1 above) and who, later on, have decided to transfer their retained lands to the tenant-farmers therein through the Land Bank of the Philippines.
4. Owners of abandoned private agricultural lands devoted primarily to the production of rice and/or corn (declared covered by Presidential Decree No. 27 under LOI 227), the aggregate area of which is less than twenty-four (24) hectares.
Landholdings transmitted to the Land Bank for payment which come within the purview of this Memorandum shall be accompanied by a certification of the Department of Agrarian Reform stating that the landowner is entitled to be paid the additional benefits provided in LOI 273. Unquote.
