DEPARTMENT MEMORANDUM CIRCULAR NO. 10-77

 

TO                :     All Regional Directors
                                District Officers Team Leaders and Field Personnel

SUBJECT    :     Establishing closer coordination with the Samahang Nayons all over the country

 

            One of the objectives of the agrarian reform program is to promote and organize farmers' cooperatives to ensure the tenant-farmers of their enjoyment on a lasting basis the benefits of agrarian reform.   EACTSH


            There are now some 951,857 Samahang Nayons organized all over the country, according to the official records of DLGCD. This figure will still increase in the final phase of the DAR's land transfer operation, as full fledged membership of a tenant-farmer in a duly recognized farmers' cooperative is a pre-requisite to the issuance of a land transfer certificate, pursuant to PD 27 and the strengthening of the cooperative movement, pursuant to PD 175.


            In order to encourage farmers' interest in farm cooperatives, it is imperative that DAR should keep them aware of its continued concern for their social and economic well-being. It should initiate interaction and dialogues with farmers' cooperatives, briefing and informing them on the current agrarian reform policies and programs and to furnish them with relevant administrative issuances to make them knowledgeable so that in return they can assist effectively the DAR in accelerating the land transfer operation.


            This being the case, and in order to attain the above stated objective, it is directed that all regional directors, district officers and other DAR field personnel should exert maximum efforts to establish and maintain closer coordination and rapport with all Samahang Nayons (SNs) and the Katipunan ng mga Samahang Nayons (KSNs) in all levels in their respective localities or places of assignment.


            To ensure effective implementation of this Memo-Circular, regional directors are required to submit monthly reports on the activities of their field personnel on the progress of coordination work starting May 31st 1977, and every month thereafter.   HIDCTA

This Memo-Circular shall take effect immediately.
