MINISTRY MEMORANDUM CIRCULAR NO. 26-78

SUBJECT    :     Authorizing all MAR Regional Directors to review and approve
                              average gross production established by the Barangay Committee on Land
                           Production (BCLP)

            It is necessary at this stage of our Land Transfer Program that steps be taken to hasten its implementation. One very important aspect of OLT is the determination of the average gross harvest of the three normal crop years immediately preceding the promulgation of P.D. 27, which shall be the basis of land valuation.   DACcIH

            For this purpose, the Barangay Committee on Land Production has been created. Under existing rules and regulations, all production data as determined by the BCLP shall be subject to review and approval by the Minister of Agrarian Reform. In order to bring to fruition the objectives of fast and judicious valuation of rice and corn lands covered by P.D. 27, all MAR Regional Directors are henceforth authorized and empowered to review and approve the average gross production established by the BCLP in accordance with the existing policies, procedures and guidelines relative thereto.

            All orders, circulars, memoranda, rules and regulations or portions thereof inconsistent herewith are hereby revoked, cancelled or modified as the case may be.

            This Memorandum Circular is effective today, November 21, 1978, and shall continue in force and effect until revoked.   STHAaD
