DAR MEMORANDUM CIRCULAR NO. 02-92

 

TO                :     The Regional Directors, PARADS and RARADS

SUBJECT    :     Regional Directors Have No Supervision and Control Over the PARADS and RARADS

 

            For the guidance of all concerned, the Provincial Agrarian Reform Adjudicator (PARADs) and the Regional Agrarian Reform Adjudicators (RARADs) are not under the supervision and control of the Regional Directors in their places where they are assigned.   ScTIAH

            The foregoing is a reiteration of Special Order No. 45 dated January 31, 1991, that:

"All RARADs are hereby assigned to their respective Regional Offices to constitute a pool of adjudicators and shall report directly to the RARADS. The RARADs shall have the flexibility of assigning them to provinces with the most number of cases."

            The Provincial Agrarian Reform Adjudicators (PARADs) and the Regional Agrarian Reform Adjudicators (RARADs) are definitely under the jurisdiction and supervision of the Adjudication Board, DARAB, of the Central Office, National Capital Region, Quezon City as provided for in Section 13 of E.O. No. 229 dated July 26, 1987.

            Any attempt to stifle this rule is subject to a strict disciplinary action.

            All officers concerned shall observe the foregoing rules.   EaICAD
