OPEN LETTER NO. VIII
TO : All Landowners of Tenanted Rice and Corn Lands
SUBJECT : Intensified Parcellary Mapping
1. Again, I appeal to all of you for your cooperation and support. The Department of Agrarian Reform would like to complete by the end of December 1976, the issuance of Certificates of Land Transfer (CLTs) to all qualified tenants in pursuance of P.D. No. 27. ICESTA
2. The DAR and the Bureau of Lands will undertake parcellary mapping of all tenanted rice and corn lands irrespective of size or area. A schedule of parcellary mapping will be prepared and you will be informed accordingly as to when your landholding will be mapped in accordance with the schedule. You will be given sufficient time to prepare and submit your ownership documents before the mapping. Please be sure to be present on the date your landholding is scheduled to be mapped.
It is reiterated that those over 7 hectares in area will be covered by Operation Land Transfer and those 7 hectares and less in area will be under leasehold.
3. During the parcellary mapping you will be directed to indicate the parcels of your landholding or portion thereof comprising your retention area, subject however to the qualifications laid down by the Department. So, the same must be indicated on the mapping of your landholding. You may submit a sketch of the area you may want to retain. Please be guided by our guidelines on retention.
4. We would like also to expedite the processing of documents on land valuation to facilitate payment of your landholding by the Land Bank. This may be possible only if all required documents are submitted by you on time. I am appealing to you therefore, to please submit them before the mapping of your landholding but not later than 30 days after the mapping. These documents are:
a) Xerox copy of the latest OCT or TCT certified by the Register of Deeds and sketch plan of the property described therein;
b) Certified true copy/ies of the latest Real Property Tax Receipt/s;
c) Xerox copy/ies of the Land Tax Declaration/s;
d) Xerox copy of the latest statement of Account/s from creditor/s, if land is encumbered;
e) Xerox copies of landowner's Residence Certificates;
f) The mode of payment chosen by you pursuant to Presidential Decree No. 251;
g) Your Tax Account Number.
I repeat, please extend your full cooperation and submit the required documents. I expect you to be present during the mapping of your landholdings. You may inquire from the Agrarian Reform Team where your land is located, regarding the schedule of parcellary mapping and other details.
