MEMORANDUM

TO                :     All DAR Regional Directors

SUBJECT    :     Agrarian Reform Program Implementation, Infrastructure and Land Consolidation Projects

I.       Infrastructure

You have been previously instructed to coordinate with government agencies concerned regarding the identification and preparation of project estimates of infrastructure in land reform areas in your region. These infrastructures are:   cHEATI

A.        Irrigation-Projects — You should be able to identify these projects They are our top priorities. The location estimated cost of dam (if necessary) or pumps, canals, area to be irrigated in hectares, number of farmers involved and other data needed for the preparation of project proposal should be collected. A project proposal should be prepared for each project.

Preparation of project studies for irrigation projects should be coordinated with NIA, DLGCD, Local Officials and Farmers' Associations.

B.        Roads — You should be able to identify the location, length, type of roads, whether developmental or feeder roads, work to be done whether is repair, construction or maintenance and estimated cost. They should be identified and indicated in maps of your region.

Preparation of project studies for roads and bridges projects should be coordinated with District Engineers, BPH, Local Official and Farmers' Association.

C.        Others — Identify other infrastructure life bridge, culverts, public buildings, etc. necessary including the estimated costs.

You should list these projects by province, by municipalities with the assistance of government agencies concerned.

Organize an Infrastructure Committee from among your staff who will undertake the coordination, compilation and assist in the preparation of the project proposals.

Submit a report on these projects so that we can coordinate with agencies concerned for the funding.

II.      Land Consolidation

In the subdivision and distribution of lands to tenant-tillers, the land consolidation concept should as much as possible be sold to the farmers. You should be able to explain to them the advantages of land consolidation especially on land utilization and productivity.

Try to evolve one land consolidation project in your region as a show-window. Prepare a project study for this and submit it for consideration.

III.    Farm Tractors and Irrigation Pumps

We have some funds for the purpose of farm tractors and irrigation pumps for farmer groups in our settlements and landed estates. Try to get these organized into groups so that they can avail of the assistance. Consolidate their requirements and submit them for approval.   ATHCac

Farmer groups outside landed estates and settlements may also requisition for these facilities, however we may not be able to fund them. However, we will assist in recommending- them to government agencies concerned like the NIA ACA, DBP, PNB, etc.

Please attend to the requisition of the farmers and submit them as soon as possible.

IV.    Inform all your fieldmen about this memorandum and submit report of compliance.
